SVHC vs. RoHS Testing: Reach Compliance explained.

Are you import­ing or pro­duc­ing more than 1 ton per year of a chem­i­cal sub­stance with­in Europe? Then you are legal­ly oblig­ed by the Euro­pean Union (EU) reg­u­la­tion called “REACH” to reg­is­ter that sub­stance with the Euro­pean Chem­i­cal Agency (ECHA).

REACH stands for Registration, Evaluation, Authorization, and Restriction of Chemicals.

Does paper­work give you a thrill? Stop lying: no one likes fill­ing in forms. You can split the costs of REACH reg­is­tra­tions with oth­er com­pa­nies and do a joint reg­is­tra­tion or you can go it alone. Either way, reg­is­ter­ing a chem­i­cal sub­stance with ECHA is like fill­ing-in a long, com­pli­cat­ed, and drawn out form. For each unique chem­i­cal sub­stance, a sep­a­rate tech­ni­cal dossier needs to be cre­at­ed and submitted.

REACH Technical Dossier.

The tech­ni­cal dossier must include the name, label­ing, uses, and clas­si­fi­ca­tion of the chem­i­cal sub­stance being reg­is­tered. It must also include an assess­ment of human and envi­ron­men­tal expo­sure and risk man­age­ment stud­ies, as well as a detailed descrip­tion of its physic­o­chem­i­cal and tox­i­co­log­i­cal prop­er­ties. And on top of the bur­den of col­lect­ing all of this data, you must sub­mit it using a spe­cif­ic soft­ware sup­plied by the EU (IUCLID 5) and then sub­mit­ted by the ECHA por­tal: REACH-IT. Substances of Very High Concern: SVHC Compliance

One of the main objec­tives of the REACH reg­u­la­tion is to con­trol and reg­u­late espe­cial­ly dan­ger­ous chem­i­cals. The Euro­pean Chem­i­cal Agency keeps a grow­ing list of all Sub­stances of Very High Con­cern (SVHC). If you have one or more of those chem­i­cal-nas­ties in your prod­uct then you must be able to iden­ti­fy it and dis­close it to all users at each stage of the sup­ply chain.

SVHC com­pli­ance depends on your abil­i­ty to dis­close the pres­ence of SVHC’s with­in 45 days of being request­ed to do so. You are also oblig­ed to test if your prod­uct con­tains more than 0.1% of its own weight in SVHC’s.

Restriction of Hazardous Substances: RoHS Compliance

RoHS, unlike REACH, is an EU direc­tive rather than a reg­u­la­tion. Instead of apply­ing to all chem­i­cal sub­stances and all the prod­ucts that con­tain them (like REACH), RoHS focus­es on just 10 spe­cif­ic types of haz­ardous sub­stances found in electronics.

These are Lead (Pb), Mer­cury (Hg), Cad­mi­um (Cd), Hexa­va­lent chromi­um (Cr6+), Poly­bromi­nat­ed biphenyls (PBB), Poly­bromi­nat­ed diphenyl ether (PBDE), Bis(2‑Ethylhexyl) phtha­late (DEHP), Ben­zyl butyl phtha­late (BBP), Dibutyl phtha­late (DBP), Diisobutyl phtha­late (DIBP). Each of these tox­ic sub­stances has max­i­mum lev­els set for their pres­ence with­in any giv­en sub­stance con­tained in any elec­tron­ic com­po­nent or product.
